Electronic signature
An electronic signature confirms your identity online and carries the same legal weight as a handwritten signature, under Law no. 124 of 19 May 2022. On this portal you use it at two points: to sign in and to sign your funding application.
Where you use it on the portal
When signing in. You sign in to eCabinet through MPass, your government electronic identity. An electronic signature is one of the sign-in methods accepted there, alongside the other MPass options. You do not need a separate account on this portal.
When submitting an application. When you send the application for signing, you are redirected to the government MSign service, choose your signature method, and then return to the portal with the application signed and submitted. Here the signature is mandatory: without it the application stays a draft.
How to get a signature
There are three main methods. All of them are qualified electronic signatures operated by the Information Technology and Cyber Security Service (STISC), and all carry the same legal weight. Only the device that stores the signature and the way you sign differ. Choose a single method, whichever suits you best.
Mobile signature
On your SIM card, from Orange or Moldcell
You sign straight from your phone with a PIN code set at activation. No card reader and no software to install on a computer. It is the fastest option if you want to sign on the go.
See the required steps
- Go to an Orange or Moldcell store with your ID card.
- Fill in the application and receive a new SIM card if yours does not support the signature.
- Set your signing PIN code.
- Confirm activation by SMS. It takes a few minutes.

Electronic ID card
The signature is stored on the ID card chip
If you are replacing your ID card anyway, ask for the signature to be activated at the same time. You sign by inserting the card into a reader connected to your computer. Applications are filed at the Public Services Agency or at the diplomatic missions of the Republic of Moldova.

- Receive the card, the card reader and the PIN and PUK codes.
- Install the app and drivers from semnatura.md, then sign with your PIN code.

Signature on a USB token
Cryptographic device issued by STISC
You receive a token that stores your signature. You plug it into your computer and sign with a PIN code. This is the usual choice for anyone who signs often from the same computer, companies included. It is issued at STISC registration centres or by authorised partners.

- File the application at a STISC registration centre or an authorised partner. The issuing service is free, you pay only for the device.
- Present your ID card and sign the request form.
- Receive the token, the initial PIN code and the instructions. It takes 10 to 15 minutes.
- Install the app and drivers from semnatura.md, plug in the token and sign with your PIN code.
